Local OEMs must distribute each individual desktop operating system unit with a fully assembled computer system. "Fully assembled computer system" means a computer system consisting of at least a central processing unit, a motherboard, a hard-disk, a power supply, and a case. Distribution of all Microsoft Local OEM software and hardware must be in accordance with the Microsoft Local OEM License affixed to the side of each Microsoft Local OEM Pack.
