Why I can not find a driver for my CD drive?
You can not find one because you do not need one. Windows 95 and up (and Linux) have a built in driver for ATAPI compliant CD drives. Most non-scsi drives made in the last 8+ years are for ATAPI compliant.
One major exception is external drives. Most external drives can make use of a Windows XP default driver for USB storage devices. Drivers for other OSs may be downloaded from the manufactures site.
If you are using a CD or DVD burner and are unable to write but can read, it means you have not yet installed burning software. The most popular are Easy CD Creator and Nero.

Yes, I must agree with CraigWeb that a windows driver is not needed for CDROMs.
In manual installs of Windows 98se (quite a number of users still use Windows 98se), one sometimes needs to install the MS-DOS drivers for the CD-ROM drive in the CONFIG.SYS file (MSCDEX in AUTOEXEC.BAT is commented out, only to be bundled into EXITTO~1.BAT - reads "Exit to DOS" from Windows - file in windows directory) to access the CD-ROM in DOS (before installing Windows), MS-DOS mode (after Windows is installed) & even DOS-box. Important reasons are (1) installing Windows 98 manually, (2) using some DOS programs/games that require CD-ROM access; (3) geeks exploring a CD-ROM in MS-DOS utilities like Norton Commander.
Once this created a problem for me. The 16-bit DOS driver in CONFIG.SYS prevented the CD-Burning software from working properly! Commenting out the line from CONFIG.SYS restored the operation.
